Senate leaders announce that they have reached a deal to end the government shutdown and avoid a possible U.S. default.


Announcement coming on floor

Majority Leader Harry Reid is addressing the Senate ahead of the expected announcement of a deal to reopen the government and avoid default. "No decision" yet on how the House would handle it.
